...graduated from Faculty of Physics from Tartu University with Cum Laude. In 1987 he was elected to position of Senior Scientist of Institute of Physics. Mr. Aaviksoo became Professor of Optics and Spectroscopics of Tartu University in 1992. Three years later he was nominated as the Minister of Education. He returned to the Tartu University after denomination . Mr. Aaviksoo has published more than 100 scientific publications and particpated at numerous scientific forums. He is the founder and first chairman of Estonian Association of Physics, member of Forum of Information Society as well as Estonian Science and Development Council and Academic Council of the President of Estonia. As minister of Education initiated a school computerisation project known as Tiger Leap and is still chairman of the council of the project.

Dr. Guy Haug is a European expert on higher education policy in an international setting. He is currently working as Principal Administrator, Directorate for Education, European Commission, Brussels. Before that he was centrally involved in shaping the Bologna process as advisor to the European Association of Universities, Geneva/Paris/Brussels.
Until 1998 he was Director General for Europe of the Council on International Educational Exchange, New York/Paris. He worked for the EU for the inception of the ERASMUS, TEMPUS and ASIA-LINK programmes. He also cooperated with the Council of Europe, the Nordic Council of Ministers, OECD, UNESCO and many NGOs involved in international education.                        Ao.Univ.-Prof. Mag. Dr. Ada Pellert, born in 1962 in Bruck/Mur, studied business administration at the Vienna University of Economics and Business Administration. Up to now her career led her to the Faculty of Interdisciplinary Research and Continuing Education (IFF) of the University of Klagenfurt where she worked since 1999 as an associate professor. Moreover she held the office of the vice rector of the University of Graz from 1999 until 2003. Pellert made a name for herself with the sectors education management and continuing education. In this connection it is worth mentioning her position as a spokeswoman for AUCEN, the network for universities continuing education and staff development in Austria, and her memberships in national and international advisory councils in the sector education and science, such as the membership in the board of trustees of the Danube University Krems.
The University Council of the Danube University Krems has unanimously elected Ada Pellert and Peter Strizik as new vice rectors. Ada Pellert will be in charge of the sector training and continuing education. On February 1st 2005 both vice rectors will take up their posts together with the new rector.

Sybille Reichert After her PhD. from Yale University in 1994,  has worked as a consultant in Higher Education Policy for eight years, focussing on issues of strategic development, internationalisation and structural reforms of universities in Europe. All of her projects or studies, which were commissioned by individual universities, ministries of education, the European Commission, the European University Association EUA and the centre for higher education research (Kassel, Germany), had an international comparative dimension. Since 2002, Reichert has been working for the Swiss Federal Institute of Technology (ETH Zürich), first as strategic project developer and since 2003 as head of strategic planning in the office of the vice-president planning and infrastructure. Her comparative study of the latest developments in the Bologna Process ("Trends 2003: Progress towards the European Higher Education Area"Trends III  served as the background document for the European University Convention in Graz (2003) and meeting of  Ministers of Education in Berlin (2003).

He holds an MA degree in economics from the Oskar Lange Economics, Academy in Wroclaw, Poland, and a Ph.D. in educational administration from the State University of New York at Buffalo, USA. In his more than twenty-five years of experience in the field of higher education, he has held, among other positions that of Executive Secretary of the Standing Conference of Rectors, Presidents and Vice-chancellors of the European Universities in Geneva (currently integrated as the Association of European Universities/EUA) as well as various teaching and research positions in universities and research institutes in Poland and Canada.
He is a member of the Advisory Committee of the Salzburg Seminar Universities Project, Salzburg, Austria. He is a Special Advisor and Member of the Executive Committee of the International Association of University Presidents (IAUP), a member of the Steering Committee for the International Comparative Higher Education Finance and Accessibility Project, SUNY, Buffalo, USA, and a member of the Scientific Council (Wissenschaftlichen Beirates) of the Higher Education Research Institute of the Martin-Luther University in Halle-Wittenberg, Germany.
He is a member of the editorial boards of the leading journals in the field of higher education and social policy. He is the author of several books and numerous articles on higher education and science policy as well as on processes of reform and transformation in higher education and research in Central and Eastern Europe. His recent work is a chapter in a book edited by Peter Scott, The Globalization of Higher Education (Open University Press, 1998) and jointly edited with Ulrich Teichler, a book titled Higher Education and Its Relationship to Policy and Practice (IAU and Elsevier Science/Pergamon, 2000).

Carol Weiss teaches courses on evaluation, organizational decision-making, and research methods. Her ongoing research deals with educational policy making, and the influence of ideology, interests, information, and institutional rules and structures. She has written eleven books and about 100 articles and book chapters dealing with evaluation, uses of research in policy making, cross-national comparisons of research influence, and media reporting of research.

DAVID WOODHOUSE

David Woodhouse has been founding Executive Director of the Australian Universities Quality Agency (AUQA), which is responsible for auditing the academic quality assurance procedures of Australia's universities and state accreditation agencies. AUQA also has a responsibility for quality improvement, which it carries out through publications, workshops, and consulting. David undertakes many national and international quality assurance activities, providing advice and training on educational quality assurance to governments, agencies and institutions in a number of countries. He is an Executive editor of the journal 'Quality in Higher Education', evaluator for the Business Excellence Awards, and a reviewer for the Internationalisation Quality Review program of the OECD and European University Association. He has served two terms as President of the International Network of Quality Assurance Agencies in Higher Education (INQAAHE).

Before joining AUQA, David was founding Director of the New Zealand Universities Academic Audit Unit (1994-2001), and Deputy Director of the Hong Kong Council for Academic Accreditation (1990-1994). Before that, he was a faculty member in mathematics, computer science and education in universities in several countries, and was at various times head of a department and dean of a faculty. He has been very active in extension work in schools and teacher education.
