he Fourth European Quality Assurance Forum (EQAF 2009) 19-21 November 2009 at Copenhagen Business School, Denmark
EQAF 2009, following the three previous European Quality Assurance Forums, is co-organised by EUA, ENQA, EURASHE and ESU.
The theme of this years Forum is Creativity and Diversity: Challenges for quality assurance beyond 2010.
The main goal of this event is to provide a discussion forum centered on how current internal and external quality assurance approaches take account of institutional diversity and support creativity in higher education. Through plenary and parallel sessions, the discussion will frame these issues in the context of the ongoing construction of the European Higher Education Area.
Call for papers:
We invite contributions from QA practitioners in higher education institutions and quality assurance agencies, students, institutional leaders and researchers in the field. The Forum is a unique platform for testing current practices or research, and eliciting feedback from colleagues and stakeholders.  The deadline for papers is 20 August 2009. Projekti o o prehodu diplomantov v zaposlitev bodo predstavljeni na  konferenci o razvoju kompetenc, septembra 2009 v Ljubljani
Conference "Development of Competencies in the World of Work and Education"
(DECOWE) - 16. marec 2009
Over the last decade, up until the present day, four related research projects have been studying the transition of graduates from higher education (HE) into employment. These projects are CHEERS (5FP), REFLEX (6FP), ALFA PROFLEX (European Aid Project) and HEGESCO (Erasmus programme). The databases of these projects encompass over 80,000 HE graduates from 20 European Countries, Latin America and Japan that were self-assessed at the time of their graduation and 4-5 years afterwards. HE stakeholders from all over the world have so far expressed a great interest in the utilization of these projects' findings.
At the conference (September 24.-26.2009, Ljubljana, Slovenia) entitled Development of Competencies in the World of Work and Education (DECOWE), they aim to use the abovementioned empirical findings as a basis for dialogue between researchers, HE management staff and policy makers. The main emphasis will be on key note presentations of European Commission, OECD, REFLEX and HEGESCO projects...

Sistemi visokega izobraževanja v JV Evropi, vključno s Slovenijo, analiza  (2009)

Analizo je objavil beograjski Centar za obrazovne politike http://www.cep.edu.rs/ . Pisci so večinoma strokovnjaki, ki so v zadnjem desetletju delovali v okviru evropske študentske organizacije ESIB/ESU. D. Robinson piše o univerzah v času prevlade tržnega pristopa nad akademskimi vrednotami, S. Turajlič o iskanju rešitev za univerze v  v deželah ex-Jugoslavije, M. Vukasovič  o teoretičnih izhodiščih za analizo financiranja visokega izobraževanja, V. Ivoševič in Klemen Miklavič  primerjalno analizirata to financiranje v štirih novih državah v JV Evropi in v Albaniji, M. Babin in P. Lazetič predstavljata primer dezintegriranih univerz v Srbiji. Ugotovitve spremljajo tabele in preglednice. V poglavjih je navedena obsežna literatura (večinoma v angleščini, srbohrvaščini in slovenščini, s povezavami na objavljeno na svetovnem spletu).
V zaključkih avtorji ugotavljajo, da obstaja velik razkorak med instrumenti financiranja in proklariranimi cilji visokega izobraževanja. Financiranje v teh deželah je izrazito usmerjeno v "inpute", velika je vloga države, ki določa, kam naj gre denar, institucije imajo malo avtonomije pri tem. Študenti so zelo odvisni od družine, le manjši del jih dobiva neposredno pomoč, del jih plačuje šolnine. Povzemajo, da v teh sisitemih ne obstajajo jasne spodbude, s katerimi bi zagotavljali, da visoko izobraževanje prispeva k štirim E-jem (economy, equity, efficiency, effectivness).
Na vprašanje kakšen naj bo sistem financiranja menijo, da ne obstaja "najboljši" model. Izbira elementov modela je odvisna od prioritet, ciljev, ki pa jih morajo skupaj postaviti vsi partnerji/uporabniki. Zaradi omejenih sredstev je treba oblikovati model, ki bo najbolje ustrezal relativnemu pomenu omenjenih E-jev. Biti mora dovolj fleksibilen, da ga lahko posamezne institucije prilagodijo svojim ciljem in posebnostim. Sistem financiranja mora biti podprt s strani sistema zagotavljanja kakovosti, s katerim se spremlja rezultate sistema na ravni institucij in študentov. Brez monitoringa ni mogoče oceniti, ali sistem uresničuje zastavljeno usmeritev/policy.
Dodan je vprašalnik s katerim so bili zbrani statistični podatki in ocene od izvedencev v omenjenih deželah (ureditev visokega šolstva v državi, sistem financiranja, postopki in kriteriji financiranja, financiranje institucij, fakultet, univerz, študentske finance, opažanja, komentarji, predlogi.

Zbornik (dostopen na www.eua.be) s prispevki z evropskega foruma o kakovosti, kjer je 500 udeležencev iz 55 držav razpravljalo o tem, kako univerze in agencije odgovarjajo na izzive in o vplivu rangiranja univerz. V uvodnem delu piše L. Harvey o demokratizaciji skrbi za kakovost, E. Hazelkorn pa o rangiranju in želji po odličnosti univerz. Nato so predstavljeni pristopi pri zagotavljanju kakovosti (Anglija Škotska, Irska, V. Afrika), trije prispevki o merjenju kakovosti s kazalci za inštitucije in študijske programe ter o vlogi študentov pri zunanjih evalvacijah v Švici. V zaključku so povzeta stališča iz diskusijskih skupin, ki so razpravljale  rangiranju univerz, predvsem o njegovih slabih straneh,  ter o uporabi učnih izidov,  pedagoškega modela, ki je izhodišče za prenovo študija.

"Sram naj te bo, ministrstvo za šolstvo!" Helsinki.  S. Drevenšek, Večer,  sreda, 11. marec 2009
"... tvoj zakon je neumen!" so vzklikali demonstranti, študenti, zaposleni v administraciji in nekaj profesorjev pred univerzo v Helsinkih. Nasprotujejo predlogu zakona o prestrukturiranju univerze, ki bo sprejet spomladi 2009. Protestirali so tudi v Turkuju, Tamperah, Joesuuju, Rovaniemiju in Ouluju. Demonstraciej se bodo nadaljevale "v petek.13." in bodo trajale, dokler vlada ne bo prisluhnila.
Ministrica za šolstvo H. Virkkunen pravi, da bodo po tem predlogu univerze bolj (finančno) neodvisne, same si bodo morale zagotoviti finance, v sodelovanju z gospodarstvom in donatorji, tudi na trgu izobraževanja; univerze bodo primorane organizirati vseživljenjsko učenje. V upravnem odboru univerze bodo tudi neakademiki. Zaposleni ne bodo več javni uslužbenci, ampak bodo dobili kolektivne pogodbe. Študenti bodo še naprej obvezno včlanjeni v študentsko organizacijo. Šolnino bodo morali plačevati (samo) tuji študenti, izven EU, vpisani na magistrske programe v angleščini.
Študentski predstavniki se bojijo, da bodo postopno morali plačevati šolnino tudi finski študenti. Opozarjajo na omejevanje raziskovalnega dela, bojijo se, da bo postalo tržno. Že nekaj let manjka denarja za humanistične vede. Že zdaj so z z drugimi institucijami povezane farmacija, medicina, kemija in tehnične vede. Posledica bo združevanje oddelkov in opuščanje nekaterih študijskih smeri. Spremenilo se bo odločanje v vrhu univerz, ki jim bo zakon odvzel avtonomnost.
Študente podpirajo kolegi z newyorške univerze, podpora je prišla iz Italije, Indije, Francije in Grčije.

The draft law will further extend the autonomy of universities by giving them an independent legal personality, either as public corporations or as foundations under private law. At the same time, the universities’ management and decision-making system will be reformed.   The Government is planning to submit its proposal for a new Universities Act to Parliament in the spring of 2009.

The network of universities and institutions for higher education is also changing; merging of institutions will increase efficiency and effectiveness.
Objectives and key impacts:  Its purpose is for universities to be better able to: react to changes in the operational environment; diversify their funding base; compete for international research funding; cooperate with foreign universities and research institutes; allocate resources to top-level research and their strategic focus areas; ensure the quality and effectiveness of their research and teaching; strengthen their role within the system of innovation.
- Universities to become independent legal personalities;
- The autonomy of universities will enlarge further.
- Universities will take the place of the State as employers.

- Universities will have more latitude in the management of their finances.
- The composition of the university boards will change in line with the strategic management responsibility.

- Students will continue to be regarded as full members of the university. They are automatically members of the students’ union and are represented on the   governing bodies .
- Degree education will still be provided free of charge. The legislative reforms will, however, make it possible to charge tuition fees on a trial basis to students from outside EU/EEA countries who are taking part in separate master’s programmes, provided that the arrangements include a scholarship scheme.

Obljubljena dežela. J.E. Mladina, 13.3.2009
Romunija postaja zanimiva za tuje študente. Na medicinsko-farmacevtski fakulteti v Cluju-Napoca (Kolosvar, op. B.M.) je od 7000 študentov kakih 1600 tujcev, precej Francozov. Imajo tudi oddelke v angleščini in francoščini. Sindikat francoskih z zdravnikov opozarja na  drugačen sistema ocenjevanja in nasprotujejo zaposlovanju diplomantov v Franciji. Naraščanje števila tujcev skrbi tudi vodstvo fakultete, zato nameravajo za tujce omejiti vpis in podvojiti šolnine.

V Franciji pedagogi in raziskovalci nasprotujejo  načrtu univerzitetne reforme ministrice za visoko šolstvo in raziskovanje Valerie Pecresse.
"Zavračanje vpisa ocen, stavkovne odpovedi predavanj, ostre izjave upravnih odborov, ulične demonstracije, tribune, peticije ... Preseneča enotnost sicer tradicionalno razdeljene akademske sfere; pridružile so se celo konzervativne, npr.  Univerza Pantheon-Assas, Paris Dauphune...  "Reforma Pecresse" je naletela na odpor tudi zaradi odnosa oblasti do pedagogov-raziskovalcev. "Uveljavljanje reforme na silo in brez posvetovanja z akademskimi sindikati, kar francoski predsednik upravičuje z "mediokriteto" akademske sfere, kaže, da je poslej akademska sfera pri oblasti tudi uradno na slabem glasu".
Z reformo naj bi spremenili izobraževanje učiteljev oz. ukinili Institutes universitaire de formation des maitres IUFM, razbili Centre national de la resherche scientifiqur CNRS in spremenili status pedagogov-raziskovalcev.  Pedagoške obveznosti naj bi  poslej določalo vodstvo univerze, kar bo povečalo njegov vpliv na kariere pedagogov. Ministrica meni, da nekateri ne raziskujejo prav veliko, zato bi morali povečati njihove pedagoške obremenitve.  Razpravlja se tudi o merilih za znanstveno odličnost. Proračun za 2009 predvideva ukinitev 500 delovnih mest, hkrati pa se širijo študijski programi. Univerze imajo kronično premalo pedagogov, zato se zatekajo k nadobremenitvam, ob enakih plačah. Če ne bo "vodstvo  univerze   izvrtalo dodatnih sredstev",   bodo  raziskovali manj.
Načrtuje se omejitev števila univerz na nekaj elitnih institucij (12), ki bi pritegnile zasebni kapital in donacije ter se dolgoročno financirale s štipendijami. Tem univerazm bo finančna avtonomija omogočila, da pritegnejo najboljše (domače in tuje) raziskovalce in (premožne) študente. Ostale univerze  bodo reorganizirane v "visoke šole", ki bodo absorbirale mladino in jo prilagodile "potrebam trga dela", npr. nepredvidljivih lokalnih podjetij. Do tega koncepta je bil kritičen že liberalni ekonomist Adam Smith, ki je  1776 zapisal, da "če ne bi bilo javnih izobraževalnih ustanov, ne bi razvijali nobene znanosti ali sistema, po katerem ne bi bilo povpraševanja".
Univerze so med 1960 in 2006 absorbirale širitev obsega visokega šolstva za sedemkrat, zaradi višanja izobrazbene ravni nižjih slojev. Le posebne elitne "velike šole" (ecoles normales, op. B.M.) sprejemajo zlasti študente oz. privilegiranih družin. Elitna znanja naj bi ostala monopol elit, za druge zadostuje minimalna, a uporabna izobrazba.
Na univerzah so se poslabšali pogoji dela, več je administrativnega dela in birokratizacije. "Masovno univerzitetno izobraževanje je pri nekaterih, ki še pomnijo  drugačen univerzitetni sistem, vzbudilo nekakšen občutek razvrednotenja, ki ga kristalizira aktualna reforma". Mlajša generacija težje dobiva delo, po doktoratih gre na postdoktorske  im druge kratkoročne projektne zaposlitve. Negotove razmere do sredine kariere prispevajo k mobilizaciji proti reformi.
Širjenje obsega univerzitetnega izobraževanja "ni nujno prineslo tudi njegove demokratizacije: naraščanje števila študijskih programov in univerz se je v veliki meri prekrilo z univerzitetnimi in družbenimi hierarhijami". Zavzemanje za emancipacijo mora ostati "motor mobilizacije celotne akademske skupnosti. Gre namreč za to, da univerzitetna izobrazba mladim generacijam še naprej omogoča kritično distanco do njihove usode, ne pa da univerza postane le začasno zavetje mladih na pragu trga dela".

Pregled najodmevnejših strelskih obračunov v šolah. Dnevnik, 12.3.2009
Med  desetimi primeri množičnih umorov v šolah od leta 2002 so tudi:
Montreal, Kanada, september 2006: K. Gill (25) je na fakulteti Dawson med kosilom streljal na študente; en mrtev, 19 ranjenih. Storilec ubit v spopadu s policisti.
Virginija, ZDA, april 2007. Študent C.Seung-Hui je na Univerzi Virginia umoril 32 ljudi in si sodil sam.
Louisana, ZDA, februar 2008. Študentka L. Williams (23) umorila dve kolegici in storila samomor.
Chichago, ZDA, februar 2008. S. Kazmiercziak (27) je v predavalnici univerze severnega Illinoisa umoril 5 študentov in jih 15 ranil ter si sodil sam.

Tienanmenske matere zahtevajo pravico. Z.B., Delo, 28.2.2009
Skupina mater kitajskih študentov, ki so jih pobili pred 20 leti na glavnem trgu v Pekingu zahteva od (partijske) oblasti, da razišče kdo je kriv za takratno krvavo zatrtje  študentskega gibanja. "Razbijte ta tabu!", zahtevajo. Po podatkih Rdečega križa je takrat (1989) umrlo 2500 ljudi, po podatki oblasti pa je žrtev t.i. "politične turbulence" desetkrat manj. Še danes so na seznamu "antirevolucionarjev" in njihovega pepela še niso pokopali. Nekateri udeleženci gibanja so takrat pobegnili v tujino.
V sedanji krizi je oživel "duh tienanmenskega upora proti korupciji, monopolu na oblasti in nasilju nad svobodo govora".

Kratka zgodovina Kosova v treh slikah. Ervin Hladnik - Milharšič, Objektiv, Dnevnik, 28.2.2009
Reportaža s Kosova, 20 let po stavki rudarjev v Starem trgu. Leta 1989 so se zaprli v jamo in zahtevali odstop funkcionarjev. Priključili so se jim študenti  in celotno albansko prebivalstvo, s splošno stavko.  Ferhat Sala, današnji direktor kombinata Trepča pripoveduje: "Študenti prištinske univerze smo prvi dan stavke zahtevam rudarjev priložili še izrazito politične zahteve. /.../ Takrat je nastala ideja organiziranega odpora". Takrat ga je pretresla podpora  iz Slovenije, z manifestacijo v Cankarjevem domu in 250.000 podpisi.
Nerimane Kamberi, albanska pisateljica in predavateljica na univerzi (Prištinski ?. Na Kosovu je danes na desetine univerze. Op. B.M.) se je 1988 iz Bruslja, kjer je štuirala pravo na jezuitski univerzi in bila aktivistka za človekove pravice, preselila v Prištino na zahtevo patriarhalnega očeta. Vpisala se je na fakulteto, sodelovala v svetu za človekove pravice z A. Demacijem. "Življenje se je vrtelo med demonstracijami, policijskimi represalijami, videla sem, kako so streljajo ljudi, razganjali množice". Iz Belgijke se je razvila v albansko nacionalistko. Od 1989 do 1999 "smo poskušali preživeti /.../ kot ljudje in kot družba. Problem je bilo preživeti intelektualno. Naredili smo paralelne šole, v katerih smo ohranili našo kulturo." Nato leta 1999 vojna, OVK, NATO bombardira JLA. Potem življenje z gnečo mednarodnih organizacij in tisoči tujcev. Kosovo je danes "veliko manj konservativna družba kot je bilo prej". N. Kamberi predava francosko literaturo na univerzi in pripravlja doktorat ter piše knjige. To hoče početi do konca življenja.

The University of Helsinki has published a new report based on an international evaluation of its education in the years 2007–2008.

The focus of the evaluation was the management and leadership of education on various levels, including the university as whole, faculties, departments and the language centre. The aim and starting point of the evaluation of education was to develop the university community and its various units.

Za  gospodarstvo (v ZDA) potrebni predvsem visoko izobraženi

Drafters of economic stimulus bill aimed to create jobs especially for men and the low skilled. But analysis finds that majority of new and saved jobs will require college-level training.  54 % of the 3.7 million jobs that  will be created or saved by the $787 billion stimulus package will require at least a postsecondary certificate, with a full 37 % of thm requiring an associate degree or greater.

Ponovna zasedba Sorbone? Francija.  Mi.P., Delo, 21.2.2009
Na poziv visokošolskih sindikatov se je 19.2.2009 skozi Pariz protestno sprehodilo 15 do 30 tisoč profesorjev in raziskovalcev, po 5000 v Marseillu in Strasbourgu, 3000 v Boreauxu, par tisoč v Lillu, Poitersu, Lyonu, Ruenu in drugod. Nočna zasedba znamenite sorbonske predavalnice Turgot je opozorilo, ker vlada ni prisluhnila zahtevam študentov in univerzitetnih delavcev. Podobno so protestirali 10.2., zaradi ustanovitve Univerze Strasbourg, ki je nastala z zlitjem treh dosedanjih. Protestniki pozivajo k ohranjanju univerzitetnih delovnih mest (pred časom so jih ukinili 450) in drugačni ureditvi statusa "predavateljev raziskovalcev", problematična je reforma izobraževanja učiteljev in preoblikovanje raziskovalnih centrov. Nezadovoljneži podpirajo tudi nasprotnike Sarkoziya na otoku Guadeloupe.

Češko predsedovanje in prioritete. Šolski razgledi, 6.2.2009
V programu vodenja EU češko predsedstvo napoveduje tudi evalvacijo prioritet, ki so bile postavljene za bolonjski proces in pripravo poročilo o tem med leti 1999 in 2009. Pripravili bodo strategijo evropskega sodelovanja v izobraževanju in usposabljanju.

Pred 800 leti so se v Cambridgeu zbrali prvi študenti in učenjaki, ki so 1209 po uporu pribežali iz Oxforda. V Cambridgeu so študirali Newton, J. Watson, Darwin, Rutherford in drugi, ima dobre laboratorije in "silicijevo dolino", zato se je v zavesti ljudi utrdila kot naravoslovno usmerjena univerza. Njena tekmica v Cambridgeu velja za bolj družboslovno, vendar so v Cambridgeu študirali tudi pesniki in pisatelji (Milton, Byron, Wordwwordh in pisatelji Bloomsburijskega krožka).  Pred 60 leti so študentke priznali za enakovredne člane univerze. Idealen kraj za pisanje, branje in delo, saj je "moker, mrzel, abstrakten, formalen".  Pred 2. sv. vojno so začeli graditi novo knjižnico. Univerza ima 31 kolidžev, 18.000 študentov. Doslej so ob obletnici z donacijami zbrali  800 milijonov funtov.

Na univerzi v Cambridgeu je 27 angleški mladenič vrgel čevelj proti W. Jinbau, kitajskemu premieru ter vzkliknil: "Med nami je diktator! Kako lahko poslušate njegove laži? Uprite se!". Po dogodku je 200 kitajskih demonstrantov podprlo svojega premiera, na spletnih straneh pa se začela panika zaradi možne primerjave s podobnim dogodkom v Iraku.

Nokia znova odpušča. Dnevnik, 12.2.2009
Finsko podjetje Nokia je zaradi prestrukturiranja ukinilo 400 delovnih mest, začasno so odpustili 2500 delavcev. Ukinili bodo raziskovalno-razvojni oddelek v mestu Jyvaskyla in razvojno-raziskovalno dejavnost osredotočili na Helsinke, Tampare, Oulu in Salo.

Mama iz Bršljanove lige. A. B., Objektiv, Dnevnik, 31.1.2009
Michelle Obama (1964), žena predsednika ZDA, se je rodila v delavski družini, hodila v šolo s temnopoltimi vrstniki in študirala na elitnih univerzah t.i. Bršljanove lige.  Na sociologijo v Princetonu so jo menda sprejeli zaradi rasnih kvot v programu pozitivne diskriminacije, morda pa tudi zaradi brata, ki je bil tam uspešen športnik. Zaradi dobrih ocen je bila sprejeta na Harvard. Tam je končala pravo, se zaposlila v odvetniški pisarni, kjer je bila mentorica obetavnega študenta s Harvarda z nenavadnim imenom in poreklom - B. Huseinu Obami. Zdaj je tretja prebivalka Bele hiše zapored, ki ima visokošolsko izobrazbo, je predsednikova najtesnejša svetovalka. Domnevajo, da si bo lotila tudi človekoljubne dejavnosti.

Students demand value for money over fee increases
Students are willing to pay up to £6,800 a year in fees for top universities, but they would not tolerate big fee increases from less prestigious institutions, a survey revealed yesterday. The Government is due to review the current £3,000 cap on tuition fees in England in 2009 and several of the most popular universities are already pressing to be able to levy higher fees. Yesterday's survey of more than 14,000 first-year students by Opinionpanel Research suggests students would accept a more market-oriented system and be prepared to pay more for what they perceive as quality and better job prospects.  The Guardian

Universities criticised after funding figures fail to add up
Lecturers have accused English universities of failing to keep on top of their accounts after new figures revealed that they made a surplus last year, rather than a loss as originally predicted. Statistics released yesterday by the Higher Education Statistics Agency showed that the sector in England had a surplus of £135 million in 2005-06. The University and College Union, whose members were embroiled in a bitter pay dispute last year, immediately seized on the figures to criticise their employers' financial acumen.  The Guardian

Middle class 'may take over teaching'
Tuition fees could turn the teaching profession into a middle-class preserve, it was claimed last night. People from poorer backgrounds may be turned away because of increases in university fees, according to research from the Association of Teachers and Lecturers. The union said 44 % of student teachers would have thought twice before joining training courses if they had been required to pay additional fees. They can now be charged up to £3,000 in top-up fees and university vice-chancellors want to be allowed to raise the charges. A review is expected in 2009.  The Daily Telegraph

Foreign students to get graduate work permits
International students who graduate from UK universities will be permitted to stay on for an extra year to work, the government has announced. From May 1, students who pass a bachelors degree or earn a postgraduate qualification in any subject can apply to extend their visas in a move that the Department for Education and Skills hopes will "cement the UK's status as a top study destination for international students". The International Graduates Scheme replaces one that had previously only been open to science and engineering graduates in England.  The Guardian

University policies that filter out middle-class students
Six of the 20-strong Russell Group of leading research universities have written policies discriminating against middle-class students to boost recruitment from poor areas, documents showed yesterday. Liverpool, LSE, Newcastle and Warwick have followed the lead of Bristol and Nottingham, which have operated schemes encouraging tutors to give lower offers to working-class applicants for the past six years. Durham, which has not joined the Russell Group, has collated information about school and home backgrounds on "contextual sheets" since 2002.  The Daily Telegraph

Overseas students brush off fees and flock to Britain
Foreign students are continuing to flock to British universities and colleges despite protests about fee increases and new restrictions making entry more difficult. China still accounts for the lion's share while India has now overtaken Greece as the second biggest source of foreign students seeking a British degree. Warwick University has the highest number of foreign students followed by Manchester University. The number of overseas students arriving to study at the 168 higher education institutions monitored by the Higher Education Statistics Agency rose by 3.7 per cent last year to reach 330,000, representing almost one in three of the total number studying for a qualification.  The Daily Telegraph, The Independent

 

Student numbers below government target
The Government is likely to miss one of its key education targets after ministers today revealed the number of students applying to go to university in England has increased by 2 per cent. Prime Minister Tony Blair has set a 2010 deadline for 50 per cent of all 18 to 30-year-olds to participate in higher education. But provisional figures from the Department for Education and Skills have revealed that the higher education student participation rate reached 43 per cent in 2005 to 2006 - still seven points off the Government's target. Warning over Islamic extremists operating in universities
Race hate laws should be used to crack down on extremist groups whose activities are prompting a rise in anti-Semitism at Britain's universities, vice-chancellors are to be warned by ministers today. The police are to be told to use the Public Order Act 1986, which outlaws the spreading of racial hatred, against Islamic extremists for speeches on student campuses. The hardening of the approach towards anti-Semitism by the Government follows growing evidence collected by an all-party group at Westminster about a rise in attacks since the Iraq War. Ministers are particularly concerned about the infiltration of campuses by Islamic extremist groups that have stirred up hatred against Israel.   The Independent

Oxford setting extra tests for candidates
Sixth-formers face new entrance tests to get into Oxford University amid concerns that A levels fail to mark out the brightest candidates. Aptitude tests have been introduced in the most popular subjects to identify the best students from record numbers applying with top grades. The disclosure came as it emerged that almost one-in-six students applying to top universities now has to sit additional tests to secure a place. Head teachers criticised the move, which they said would pile more pressure on schools and students. But Oxford insisted that the reforms were inevitable because the A level no longer acted as an accurate barometer of ability.

Oxford targets bright young things of eastern Europe
The University of Oxford hopes to entice eastern Europe's brightest students with scholarships worth £25,000 a year from October. The university has likened the scheme to its Rhodes scholarships, set up to lure smart US students, such as the former US president Bill Clinton, to study at Oxford for two years. Up to 25 masters and doctoral students will be eligible for the new cash for the next three to five years. Most will be from eastern Europe, but others will be selected from north Africa, the Middle East and central Asia. Lord Weidenfeld, a philanthropist born in Vienna and an honorary fellow of Oxford, will provide £625,000 a year to fund the scholarships and they will be named after him.  The Guardian

Alternative medicine degrees 'anti-scientific'
A leading pharmacologist today condemns science degree courses in alternative and complementary medicine as pseudo scientific or even "anti-scientific". Professor David Colquhoun of University College London says the rapid growth in "science degrees without the science" shows a sharp contrast with the closure of physics and chemistry courses at universities. Homoeopathy has barely changed since the beginning of the 19th century and "is much more like religion than science", the professor says in the journal Nature.

Cambridge applications fall with variable fees
Cambridge University suffered a dramatic drop in applications last year after the introduction of variable tuition fees. While the number applying for undergraduate courses across Britain fell 3 %, inquiries from state-educated sixth-formers for Cambridge fell by 4.3 %. Overall, the number of applicants fell from 14,343 to 14,094, with British comprehensive and grammar school candidates down from 6,672 to 6,387. Those attending independent schools were also put off, with numbers falling to 3,502. Tutors at the university said that the figures made “disappointing reading”.

£10m plan to tackle drop-out rates from universities
Universities are to receive extra financial help in an attempt to tackle Scotland's high student drop-out rate, it was announced yesterday. The Scottish Funding Council is to make £10 million available for universities with high numbers of students from deprived areas, who are more likely to leave their courses before they graduate. Previously, universities shared a £5.7 million "widening access premium" which was designed to help them attract students from low-income backgrounds.

Brown to sell off student debt
Student loans worth an estimated £16 billion are to be privatised by the Chancellor, Gordon Brown, in a move that will give him extra funds for education in next week's budget. Hiving off the huge debt - money owed by thousands of students to the Student Loans Company - to the private sector would release enough money to allow Mr Brown to meet Labour's manifesto commitment that spending on education would rise more than the growth in the economy. According to latest figures, the Student Loans Company, which runs the student loan system, lent £3 billion in 2005-06 because of the increase in student numbers. The loan pushed up government debt and made public finances appear weak.  The Guardian

Probe into student bullying of staff
An academic has launched a new survey to find out how many university staff, including cleaners, administrative clerks and academics, have been at the receiving end of student bad behaviour. Deborah Lee, senior sociology lecturer at Nottingham Trent University, wants to find out the degree of what she sees as hidden bullying in the higher education sector by students. She is collecting stories from anybody working in a university who has been the victim of "insensitive or uncivil behaviour" from students as part of her research, from minor issues to major ones including malicious complaints, harassment, or physical or sexual assault.   The Guardian, The Times Higher Education Supplement (March 16)

UK matches US spin-out success
British universities are just as efficient at commercialising new academic ideas as their US counterparts, a new study by Library House has found. The research firm compiled a list of all companies spun out from British universities since 2001 and compared the volume of venture capital money they attracted with the amounts backing companies spun out of three US universities. One of the US universities, Stanford in California, generated almost double the volume of money that Cambridge, ranked first in Britain, did. But venture capitalists poured more money into new ideas generated by Imperial College London, Oxford, Southampton and University College London than into Washington, while Bristol, Edinburgh, Newcastle and Manchester all fared better than Wisconsin.

Baudrillard, French intellectual critic of 9/11 and Iraq war, dies
Jean Baudrillard, the French philosopher and intellectual, famous for his controversial theories about the artificial nature of reality and his fierce criticism of consumer culture, has died in Paris. Baudrillard (77) , one of Europe’s leading postmodernist thinkers, was perhaps best known for espousing the concept of “hyperreality” and “simulation” – that things do not happen if they are not seen to happen, and that spectacle is crucial in creating our perception of the world.     The Times,

Sally Hunt wins UCU election
S. Hunt has been elected the first general secretary of the University and College Union, it was announced today. She was the former head of the Association of University Lecturers, which represented staff in the old universities.  The ballot result is a defining moment for the UCU, which was created last June by the merger of the two lecturer unions.

£21.2m merger to create super-university
A new super-university is to be created following the announcement yesterday of a £21.2 million merger between two higher education institutions. The University of Paisley and Hamilton-based Bell College have received ministerial approval for the tie-in, scheduled to take place this August. The new body, to be called the University of the West of Scotland, will have almost 16,600 students and four campuses in Ayr, Dumfries, Hamilton and Paisley. However, it will not be Scotland's largest higher education institution - Glasgow University is the biggest, with 25,100 students, according to the Higher Education Statistics Agency.  The Scotsman, The Guardian

Wikipedia hit by identity crisis as student admits posing as professor
Wikipedia is facing one of its biggest crises after a twentysomething student from Kentucky posed as a professor of religious studies and made more than 20,000 alterations to controversial topics on the online encyclopedia. Using the pseudonym "Essjay", the bogus professor had become one of Wikipedia's most prolific "editors", trusted to adjudicate on factual disputes and keep the site free from vandalism. He had even featured in an article in the New Yorker, which took his claims to be an expert in canon law at face value. Now he has been unmasked as Ryan Jordan, a 24-year-old who had created an entirely false identity, claiming to be a tenured professor at a private university, but who relied on books such as Catholicism for Dummies when correcting articles on dogma.  The Independent
 

Study finds inconsistent handling of university complaints
A new study into how university complaints are handled has revealed that the quality of procedures varies widely across the sector while 54 % of institutions admit that their caseload has risen. Nearly two out of three institutions revealed that they had been threatened at least once with legal action following a complaint. Just over half said they had been sued. The findings follow a representative study of 40 higher education institutions across England and Wales, who were questioned about the number of complaints they dealt with, their procedures for handling complaints and the outcomes. Blair claims tuition fees success
The prime minister came under fire from academics and students yesterday following comments made in his monthly press conference that appeared to vindicate the introduction of higher tuition fees. Asked by the Guardian if it is was now time to open up the market and let universities charge what they wanted, Tony Blair said: "For us and the university system the worries about [higher] tuition fees turned out to be misplaced, and it's a global marketplace." The University and College Union immediately condemned the comments, saying the full impact of top-up fees had "yet to be realised or properly analysed", and they had done little to widen participation. Student loan interest rates 'should rise'

The blanket interest rate subsidy on student loans should be scrapped, because it only benefits successful, high-flying graduates, it was suggested today. The subsidy costs the government around £1.2 billion a year, which could be better spent on widening participation, a seminar was told. The idea was mooted this afternoon by Nicholas Barr, professor of public economics at the London School of Economics, and Alasdair Smith, the vice-chancellor of Sussex University. They were speaking at a seminar, 'The university funding system: is further reform inevitable?', organised by the Liberal Democrat thinktank Centre Forum.

Students eager to study 'unpopular' subjects
More students are taking up "hard to recruit" subjects at Edinburgh University than in the past five years, according to new education figures released yesterday. They reveal that increasing numbers of students are applying for subjects which traditionally struggle to attract interest. The figures are part of a UK-wide survey by the University and College Admissions Service. They show encouraging rises at Edinburgh in subjects such as engineering and European languages - courses which had previously been among those that tended to be under-subscribed.  The Scotsman

Public concern over university privatisation
Increased privatisation in UK universities would lead to falling standards and harm Britain's international reputation, according to a new poll released today. The YouGov survey for the University and College Union polled more than 2,300 people, asking them for their views on the impact of using private companies to provide tuition to university students. Almost half of respondents said they believed university standards would fall and 59 % thought that Britain's higher education reputation abroad would be harmed. The general public was also against any further involvement of private firms in UK universities, the survey said. One in six said they would like to see an increase in the role of the private sector in UK universities, while more than a third called for  a decrease.

    S. Aronowitz, profesor na Newyorški City University (CUNY) kritično govori o ameriških šolah in univerzah.
    Kot mladega študenta so ga zaradi protesta v dekanovi pisarni vrgli iz kolidža. Njegova klasična knjiga Roll Over Beethoven (1993) o sodobni kulturi je  predmet razprav na  ameriških univerzah. Je med glavnimi pobudniki za ustanovitev študijskih programov za starejše in delavce.  Na CUNY, ki je bil ustanovljen kot javna brezplačna ustanova, imajo zdaj šolnino 5000 dolarjev, kar je poceni v primerjavi s Columbio in NY University. Imajo  tri programe za delavce, vključno z magisterijem, s  25.000  študentov. - delavcev, starih od 25 do 45 let. Za pridobitev javnih sredstev je potrebno veliko lobiranja in sodelovanja sindikatov. Pripravljajo delavski kolidž.
    Pravi, da je gospodarsko razsulo v ZDA načelo tudi zasebno visoko šolstvo, javno pa je vseskozi podhranjeno. (Glej prispevke na www.uni-kakovost.netZDA USA - Insidehighered , B.M.). Zaradi škandalov na Wall Streetu je Harvard izgubil 8 milijard dolarjev, Univerza New York pa 1,5 milijarde. Prihodnost NY je negotova. Tretjina služb v mestu je povezanih s financami. "Vse se bo skrčilo". Manufakturne proizvodnje ni. "Verjetno bo zaživela vrsta gospodarstva, kateremu je evropski marksizem napovedoval počasno smrt".  Novi predsednik Obama veliko obljublja, a ne bo zmanjšal vojaškega proračuna in prihranjenega vložil v gospodarstvo.
    ZDA nima nacionalne politike izobraževanja, pač pa lokalno in po državah. Zaostaja tehnologija poučevanja. Desničarji so dosegli, da se izvaja veliko standariziranih preizkusov znanj, kar povzroča standarizacijo vednosti, tudi na univerzah in zavira samostojno razvijanje sposobnosti. "Učenec gre v šolo, posluša predavanja iz predmeta, ki vodijo k preizkusu znanja, pridobivanju kreditnih točk, v osnovi pa se ničesar ne nauči in skoraj ničesar ne osvoji". Od 1945 do 2000 je šlo vse gladko "ekonomsko in tehnološko, ne pa tudi kulturno", kar se je zdaj pokazalo za pogubno. "Nimamo prave kreativne intelektualne kulture, otroci ne berejo knjig oz. jih berejo le za domačo nalogo, ni celostne vizije o družbi".
    Na univerzah se stanje slabša. Profesorski zbor se ni sposoben upreti sistemu pridobivanja točk za kariero in naslove, "in marsikoga je ta režim tudi vzgojil in zato vanj verjame". Ko pa posamezniki ugotovijo, da je sistem uperjen proti njim, "nimajo orodij, s katerim bi se mu zoperstavili, saj nimajo vizije, kakšno naj bi bilo izobraževanje". "Profesorji dobro poznajo predmet, ki ga poučujejo, zato pa bore malo vedo o poučevanju in pedagogiki".  Zato se je celotno izobraževalno, akademsko, intelektualno področje  spridilo. "Vse so zvedli na oblike testiranja", nihče se ne "sprašuje o fizikalnih, bioloških, socioloških in psiholoških predpogojih za učenje".
    V ZDA se vodi razprava o evoluciji, kreacionizmu. 70% ljudi se opredeljuje za religiozne, a prav toliko jih podpira pravico do splava. Javnost ni izobražena, je konservativna. Večina je volila Obamo, čeprav je graditelj imperija, "obenem pa oznanja izboljšanje na področju zdravstva, izobraževanja, infrastrukture".

    V ZDA se spreminja ideologija, podstat, ki omogoča ohranjajje družbenega sistema (Althusair). V medijih je polno podob Afroameričanov, z Obamo je "postalo kul, da je nekdo inteligenten in izobražen". Na njegov poziv so se ljudje navdušili za prostovoljno delo.  Zastal pa je trg umetnin, ljudje so nehali hoditi v galerije. Obnavlja se stara ideja ameriškega kapitalizma, da mora uspešni posameznik dati nekaj nazaj v skupnost, kar je bila osnova za velike fundacije, ki so jih ustanavljali Carneggie, Rockefeller in drugi bogataši (Op., tudi osnova za nekateri univerze, B.M.).
    Obama je ljudjem dal posamezniku občutek, "da  lahko postane boljši človek". Za ZDA je značilna prijaznost v trgovinah in drugod.
    Avtorica (psihoanalitičarka, B.M.) je ob inauguraciji predsednika ZDA dobila občutek, da je "prišlo do konca imperija", ZDA je zdaj le ena  od velesil. Imperij se znova rodil, Američani "so se pobrali, otresli prahu" in bodo zdaj odšli družno v nove višave. "Čeprav država ekonomsko propada, je optimizem na vrhuncu".

    Knjiga "Avtobiografija" je v prevodu izšla pri založbi Sanje. Vsebuje članke, govore ipd. nastale v času gibanja za človekove pravice v ZDA.  M.Luter K. je uveljavil nenasilen, gandijevski način boja, dokler ni padel v atentatu. Uspel je zagotoviti zakone o varstvu človekovih pravic in enakopravnosti, njihova uresničitev pa čaka njegove naslednike, tudi predsednika B. Obamo.

    Barack Husein Obama je sin črnca in belke, Kenijca, prvega afriškega študenta na univ. Hawai, in punce iz Kansasa, kulturne antropologinje. Živel je v Indoneziji in na Havajih, obiskoval je elitno šolo, se v Los Angelesu vpisal na Occidental, ležerni predmestni beli kolidž, se tam "obdajal s politično angažiranimi črnci, pa tudi s tujimi študenti, marksisti, punk poeti in feministkami, debatiral o neokolonializmu, dekolonizaciji, evrocentrizmu ipd., nato se je po študiju na univerzi Columbia 1985 za tri leta potopil v črni chikaški South Side, se kasneje vpisal na Harvard, belo trdnjavo liberalizma, tam postal urednik najvplivnejše pravne revije in nato šel na pohod skozi politično kariero v senatu v Ilinoisa, v  kongresu ZDA, preko predvolilne kampanije do zmage na volitvah novembra 2008.
